In lieu of the Extra Cash Gift granted last 2008, the DBM has issued Budget Circular 2009-5 (BC 2009-5)dated December 15, 2009 prescribing the guidelines on the grant and the funding of the FY2009 PEI (Performance Enhancement Incentive) pursuant to Administrative Order 276 (AO 276) dated December 15, 2009.
Well, I have to reiterate here the call of Local Budget Officers around the Country to DBM and Malacañang Officials to please prepare AOs and Circulars first before announcing it in public for the LBOs to avoid the pressures in their respective LGU.
