DBM already said that President Gloria Macapagal Arroyo ordered the grant of P10,000.00 additional bonus for Government workers. Secretary Rolando Andaya Jr. announced it at the Reception Hall of Malacañang.
He said that for the Extra Cash Gift 2009 or Extra Bonus 2009 of National Employees, P7,000 of it will be appropriated by the DBM while the remaining P3,000 will be taken from the savings of respective offices and agencies.
For LGU's it can be interpreted based on the years passed that it will be taken from the savings of each LGU which is always subject to PS LIMITATION.
However, DBM should have readied the Circular for this Extra Cash Gift 2009 before announcing this to the public and to the media.
Since Local Budget Officers are the front-liners in Government Offices, they are also the one who will be caught in between cross fires as politicians would always want to have the Extra Cash Gift released to the employees before their Christmas Parties especially now that the Election is fast approaching.
Chief executives will pressure their budget officers to release the Extra Cash Gift. It will then becomes a burden and a headache to Local Budget Officers since they know that they will have to wait for the DBM circular to be released first just to make sure that COA will not disallow it later.
I talked with a budget officer in the Southern tip of Cebu this morning and he blamed the DBM top officilas for the pressures they now experienced. According to him, "DBM always tell as that we (LBOs) are their partners but they always make us suffer the pressure of waiting for the Circular and explaining to our respective Chief Executives to just wait until the Circular is released."
In my own understanding, Local Budget Officers are silently calling on the top DBM officials to please always prepare the Circular first before making the announcement to the public.
